The Republic of Belarus has a national electronic toll collection system. This system is trademarked by BelToll. Since August 1, 2013, it was put into commercial operation.
Currently, the system operates on certain roads of the country with a total length of 1,786,098 km. The list of such roads includes the highway M-1/E 30 Brest (Kozlovichi) - Minsk - the border of the Russian Federation (Redki) along the entire length, the highway M-2 Minsk - National Airport Minsk, as well as sections of the motor roads M-3 Minsk - Vitebsk, M-4 Minsk - Mogilev, M-5/E 271 Minsk - Gomel and M-6/E 28 Minsk - Grodno - the border of the Republic of Poland (Bruzgi), M-7/E 28 Minsk - Oshmyany - the border of the Republic of Lithuania (Kamenny Log), R-1 Minsk - Dzerzhinsk, R-21 Vitebsk - the border of the Russian Federation (Liozno), R-23 Minsk - Mikashevichi, R-28 Minsk - Molodechno - Naroch, R-99 Baranovichi - Volkovysk - Pogranichny - Grodno, access to the border of the Republic of Poland (Berestovitsa) (from the motor road R-99 Baranovichi - Volkovysk - Pogranichny - Grodno).
The BelToll system has replaced the manual collection of fares and is a modern and reliable solution in this area. The system operates on the basis of microwave radio communications over short distances, which charges the fare automatically when the vehicle passes under the toll stations. Therefore, the driver of the car does not need to reduce speed, stop or select a specific lane.
It is necessary to pay for travel in the BelToll system when driving on toll roads of vehicles with a technically permissible weight of not more than 3.5 tons registered outside the territory of the Member States of the Eurasian Economic Union and other vehicles (trucks, buses and motor homes) with technical permissible total weight of more than 3.5 tons.
Toll road travellers are exempted from toll roads using:
The Ministry of Transport and Communications has established appropriate fares for toll motor roads. So, for vehicles with an allowable total weight of up to 3.5 tons inclusively, it is 0.04 euros per 1 kilometer, for freight vehicles with an allowable total weight of more than 3.5 tons with 2 axles - 0.09 euro, 3 axles - 0.115 euros, 4 axles or more - 0.145 euros per kilometer.
For traveling on toll roads, vehicles must be equipped with special on-board devices. You can register in the system and get such devices at special service points located in all regional centers, at some gas stations along toll roads and near border checkpoints. Their location is indicated by special signs installed along toll roads. In this case, the on-board device is registered for a specific car with certain parameters, since the fare depends on the total mass of the vehicle and the number of axles. You can make a payment in two ways: preliminary or after the fact - the latter option requires certain guarantees. The security deposit for the on-board device is returned upon delivery of the working device to any of the service points.
The principle of operation of the electronic payment system is as follows: above the road, special portals are installed; they are located on the hauls between traffic intersections, which almost completely eliminates the possibility of travel bypassing the portal. Special equipment is mounted on these structures, which records the passage of the vehicle, identifies it, and then automatically charges the fare for a specific segment of the road. If there is no on-board device or its use on another car, the system detects a violation and automatically sends this information to the Transport Inspection in real time.
The Transport Inspection is entrusted with the functions of controlling the completeness of the fare. This service is equipped with special vehicles that round-the-clock carry out mobile and stationary patrols on toll roads.
Thus, the new system provides high efficiency of collection of charges and assumes almost unconditional inevitability of punishment for evasion of fare. It should also be noted that the amount of the fee in an increased amount in case of violation of the fare payment procedure is quite high and ranges from 50 to 260 euros.
