The main tasks of the General Directorate of Motor Roads are:
- ensuring the implementation of road transport policy;
- implementation of state regulation in the field of road activities;
- development and implementation, together with interested republican government bodies, other state organizations subordinate to the Government of the Republic of Belarus, local executive and administrative bodies, of development programs in the field of road activities;
- conducting, together with interested republican government bodies, other state organizations subordinate to the Government of the Republic of Belarus, local executive and administrative bodies, analysis of activity and development of forecasts in the field of road activity;
- carrying out economic, scientific, technical and social policies in the field of road activities;
- ensuring the formation and improvement of the regulatory legal and regulatory framework in the field of road activities;
- attraction of external state loans (credits) and investments in the field of road activities in accordance with legislative acts;
- coordination of road management organizations.
The main functions of the General Directorate
General Directorate in accordance with the tasks assigned to it:
- ensures the implementation of scientific, technical and investment policies in the field of road activities;
- contributes in the prescribed manner to demonopolization, the formation of a competitive environment, support and development of entrepreneurship in the field of road activities;
- develops and implements, within its competence, strategies and programs for the prospective development of international transport corridors passing through the territory of the Republic of Belarus;
- carries out the study and forecasting changes in the situation in foreign markets on road activities;
- develops draft regulatory legal acts in the field of road activities;
- within its competence, monitors the implementation of regulatory legal acts in the field of road activities, analyzes the practice of their application and, on its basis, develops proposals for improving these acts;
- participates in improving pricing, financing and lending in the field of road activities, in the development and preparation for approval of indices of the cost of construction of road facilities, other types of work performed on public motor roads;
- participates in the development and implementation of measures to improve road safety;
- prepares proposals for the design and development (construction, reconstruction) of republican motor roads;
- interacts and coordinates the activities of republican government bodies, local executive and administrative bodies on the development of public motor roads, improvement of their technical level and operational condition;
- in accordance with the law, prepares proposals on the temporary restriction or temporary prohibition of vehicles on public motor roads in case of natural disasters, accidents, repair and construction works, as well as in other cases stipulated by law;
- prepares proposals on the establishment of seasonal restrictions on mass and loads on the axis of vehicles due to adverse weather and climate conditions, causing a decrease in reliability and safety of public motor roads of the Republic of Belarus;
- organizes the collection in accordance with the legislation of fees (duties) and other payments for travel on public motor roads;
- organizes the maintenance of the State register of public motor roads of the Republic of Belarus, determines the procedure for its maintenance, amendments and additions to it, as well as the provision of information contained therein;
- prepares proposals for the approval of the name and number of republican motor roads;
- carries out planning of road activities related to the republican roads, based on forecasts of the development of state road facilities;
- determines the procedure for inspection and diagnosis of public motor roads;
- prepares master plans for the development of roadside services on republican motor roads and coordinates the activities of republican government bodies, local executive and administrative bodies, legal entities, individual entrepreneurs on the location of roadside service facilities;
- establishes, in accordance with legislation, regulatory requirements for the operational condition and quality of maintenance of roads, the procedure for monitoring the operational condition and quality of maintenance of motor roads.
