Functions and Tasks

Water transport organizations carry out the design, construction and repair of ships, the transportation of goods and passengers by inland water transport, and carry out the construction and operation of hydraulic structures and small energy facilities.

The Directorate of Sea and River Transport of the Ministry of Transport and Communications (hereinafter the Directorate) is a structural unit of the Ministry of Transport and Communications of the Republic.

The main tasks are:

  • ensuring the implementation of a unified state policy in the field of sea and inland water transport, with the exception of small vessels, aimed at creating conditions for meeting the needs of the economy in the services of sea and inland water transport;
  • implementation of state regulation in the field of sea and inland water transport in accordance with the legislation, with the exception of small vessels;
  • implementation of measures to improve the efficiency and competitiveness of sea and inland water transport, with the exception of small vessels, including export development;
  • ensuring the implementation of scientific, technical and investment policies in the field of sea and inland water transport, with the exception of small vessels.

The directorate, in accordance with the tasks assigned to it:

  • develops and implements programs and development forecasts in the field of sea and inland water transport, with the exception of small vessels;
  • organizes the implementation of the indicator on transport work by organizations supervised by the directorate;
  • within its competence, ensures the organization of development, coordination and examination of investment projects, modernization plans and business development plans of organizations supervised by the directorate, and control over their implementation;
  • ensures, within the competence, the coordination of the implementation by the Ministry of the powers of the national sea administration of the Republic of Belarus;
  • prepares proposals for the implementation of the obligations of the Republic of Belarus in the field of sea transport;
  • organizes, within the competence, the attraction of external loans (credits) and investments by organizations supervised by the directorate;
  • promotes public-private partnership;
  • contributes in the established manner to the formation of a competitive environment, support and development of entrepreneurship in the field of sea and inland water transport;
  • contributes to the development of compulsory and voluntary insurance in the field of sea and inland water transport;
  • carries out international cooperation on issues within the competence of the directorate;
  • within its competence carries out administrative procedures in accordance with the law;
  • develops draft normative legal acts and other legal acts on issues within the competence of the directorate;
  • within its competence, analyzes the practice of applying regulatory legal acts and other legal acts in the field of water transport and, on its basis, develops proposals for improving these acts;
  • participates within its competence in the planning of work on the development of technical regulatory legal acts, their verification, amending them;
  • organizes the development of technical normative legal acts on issues within the competence of the directorate, monitors compliance with the established procedure for their development and approval, ensures their bringing to the public;
  • considers within its competence appeals (proposals, applications, complaints) of citizens, including individual entrepreneurs, and legal entities;
  • participates in the review of the results of investigations of accidents and incidents with ships in accordance with the law;
  • prepares proposals for the list and boundaries of inland waterways open for navigation, for the category of navigation equipment, its validity period, the guaranteed dimensions of the ship’s passages, and also the duration of the locks;
  • organizes within its competence departmental reporting;
  • participates in the research and development in the field of development of inland water and sea transport, with the exception of small vessels;
  • within its competence, prepares proposals on the creation of organizations of inland water and sea transport, their reorganization and liquidation, as well as on improving the management structure of these organizations;
  • participates in the preparation of proposals for the disposal of state property;
  • participates in the organization of supervision over compliance with safety requirements for navigation on inland waterways, as well as for the safety of navigable hydraulic structures, organizes technical supervision of ships and their classification.
