The Republic of Kazakhstan has notified that it is unable to use navigation seals for all shipments subject to tracking under the Agreement on the Use of Navigation Seals in the EAEU, due to a shortage of such devices

Friday, 07 August 2026

At the second stage, which started on July 31, 2026, seals are applied as part of the customs transit procedure to all goods transported by road, and the categories of goods transported using seals by rail have also been expanded.

To ensure the timely declaration of transit cargo and to prevent the accumulation and forced outage of vehicles at the border, the Kazakh side announced that the procedure for using navigation seals, as applied during the first stage of the Agreement’s implementation, will remain in effect through August 31, 2026, inclusive, with a full transition to the second stage taking place on September 1, 2026.

Taking into account the current situation, the Belarusian customs decided not to take administrative action under Art. 15.12 of the Code of Administrative Offenses of the Republic of Belarus, against business entities traveling from Kazakhstan with goods included in tracking at the second stage, without a navigation seal.
