The changes are aimed at improving public relations in railway transport and increasing the efficiency of Belarusian Railway. The Minister of Transport and Communications Alexey Lyakhnovich made a report.
In particular, the lawdraft clarifies the requirements for individuals working on non-public railway transport: such employees will be required to undergo mandatory medical examinations and preliminary medical checkups (as do Belarusian Railway employees) in accordance with occupational safety legislation.
Alexey Lyakhnovich:
"The lawdraft proposes updating the types of railway service based on train speed and the number of stops along the route. A new type of train—high-speed regional economy-class lines—is being introduced. Furthermore, to ensure the smooth implementation of social guarantees and benefits, necessary adjustments are being made to two codes and five laws."
Other innovations of the document:
- the Ministry of Labor's proposals to establish the obligation for employees of organizations whose production activities are related to train traffic to confirm their professional suitability based on the results of completed technical training have been taken into account
- a mechanism has been established for employees of non-public transport to obtain a certificate of the right to drive railway transport vehicles
- the obligation of owners of non-public railway tracks to take into account, investigate and inform the Transport Inspectorate about violations of traffic safety and operation of railway transport has been established
- the functions of the Paramilitary Security Services of Belarusian Railways are transferred to the Security Services Department of the Ministry of Internal Affairs
- the Government's competence to regulate issues of transport security has been established
- the Ministry of Transport's authority to classify traffic safety violations and the procedures for recording them has been assigned. The Ministry of Transport will also determine the procedure for issuing and revoking licenses for driving railway vehicles to Belarusian Railway employees.
