Alexey Lyakhnovich: “The draft law on road activities has been significantly improved in issues relating to the prompt restoration of unsafe structures and the digitalization of road infrastructure”

The draft law "On Amendments to Laws Regarding Road Activities" was approved by the Council of the Republic today. At the fourth session, the document was presented by Minister of Transport and Communications Alexey Lyakhnovich:

"The lawdraft regulates the prompt restoration and the execution of urgent work on unsafe road structures. These regulations will reduce the time required for approvals and assessments by up to four times.

In ​​digitalization of road infrastructure, the lawdraft has been supplemented with provisions regarding the operation and use of ITS data. As a reminder, in accordance with Decree No. 311 of the President of the Republic of Belarus dated August 20, 2025, "On the Unified Operator of the Intelligent Transport System," the Ministry of Transport's ITS will be integrated into the road system starting in 2027”.

Among other innovations of the lawdraft:

  • The Law on Highways and Road Activities is being brought into line with the Construction Code
  • The following principles are established:
  • regulation of issues of construction, reconstruction, major repairs, inspection of roads, and determination of the cost of such work is based on the norms of the Construction Code (with the establishment of industry-specific features in the law);
  • Regulation of issues of routine repair and maintenance of roads is removed from the legislation on construction activities (the Ministry of Transport is vested with the relevant regulatory powers)  
  • The foundations for the functioning of the road infrastructure information fund are being laid
  • The term "intelligent transport system" has been established

Furthermore, in accordance with the EAEU regulations on the permissible weights of vehicles traveling on the roads of Eurasian countries, Belarus is adopting a similar regulation that will streamline control over the movement of oversized cargo.
