• to provide the road industry with up-to-date information on road construction and repair, an information fund in road activities is being created
• the special aspects of developing design documentation, construction, reconstruction, operation and major repairs of highways are established, and the principles of forming the estimated cost of work are consolidated
• the procedure for determining the dimensions of the right-of-way and the procedure for operating highways are being clarified
• the procedure for organizing and conducting diagnostics of highways and road structures on them, as well as the special aspects of legal regulation in the implementation of road activities in relation to unsafe structures are determined

Andrey Zolotarev, Head of the Main Directorate of Highways of the Ministry of Transport, noted:
"During its revision, the draft law took into account the provisions of the Eurasian Economic Union Agreement on Permissible Weights and Dimensions, which entered into force on May 17 of this year, as well as proposals from the expert council under the Council of the Republic and the National Center for Land Resources and Land Use Protection, which refined and clarified the provisions set forth in the original version of the draft law. The resulting new version of the law will serve as the legislative framework for all road workers in the country, enabling the development of the road industry's technological potential."
