The President signed the Decree "On the Road Transportation of Passengers in Non-Scheduled Service," which improves the legal framework for this area

Wednesday, 22 April 2026

The document expands the list of information required to be included in the register of passenger road transport operations on irregular routes. Failure to include this information renders the transport activity illegal.

New grounds for suspending the operations of road transport companies are being introduced: failure to file a tax return, tax arrears, submitting false information to tax authorities, and more. These measures are aimed at curbing the activities of shell companies. ️

The decree prohibits all other carriers from using vehicles from a carrier removed from the registry for violations. Re-inclusion is possible after three months.

In addition, the list of transportation activities is being expanded to which the Decree of January 25, 2024 No. 32 “On the road transportation of passengers” does not apply.

The implementation of the Decree will improve safety and create a transparent tax environment in passenger transportation on irregular routes.
