Resolution of the Council of Ministers of March 31, 2026 No. 147 “On the transportation of passengers and goods” provides for:
From October 5, 2026, road carriers are required to enter into employment contracts with drivers. The exception is sole proprietors who operate independently without hired employees. The conclusion of an employment contract is aimed at eliminating the practice of substituting labor relations with civil law ones in passenger transportation.
From January 1, 2027, all passenger seats on buses used for urban, suburban, and intercity transportation must be equipped with two-point or three-point seat belts. From January 1, 2030, intercity buses must be equipped with three-point belts. Equipping buses with seat belts will help reduce the risk of accidents and lessen the severity of their consequences.
From January 1, 2028, the installation of video recording devices in transport that carries out regular passenger transportation within the country will be mandatory. This will record violations, monitor traffic along the route and identify those responsible for accidents.
