Minister of Transport and Communications Alexey Lyakhnovich met with representatives of the ICAO mission that arrived in Belarus

Wednesday, 04 February 2026

An expert group from the International Civil Aviation Organization (ICAO) is visiting our country to conduct an audit of the state and review of the state flight safety oversight system in civil aviation in Belarus.

As the head of the transport department noted, Belarus has been a member of the Convention on International Civil Aviation since 1992 and strictly adheres to ICAO standards and recommended practices, implementing them into national legislation.

Ensuring flight safety, as one of the fundamental principles of the Convention, is a priority for Belarus.

The Republic of Belarus also supports ICAO initiatives:

  • to create an effective state system of control over flight safety;
  • to implement environmental sustainability in global civil aviation (aimed at reducing carbon emissions into the airspace).

Alexey Lyakhnovich:
"The most important task for Belarusian aviation industry is the implementation of the ICAO Strategic Plan for 2026–2050. The Republic of Belarus shares the ICAO Strategic Plan's high-priority goal of promoting equality and supporting women in civil aviation. 2026 has been officially declared the Year of the Belarusian Woman in Belarus."

The ICAO Strategic Plan and six Strategic Objectives aim to ensure:

  • Flight safety and aviation security;
  • Environmental sustainability of aviation;
  • Availability of air navigation and airport services;
  • Interaction with all ICAO members;
  • Current international air law;
  • Economic development and social well-being.
