Innovations in the use of navigation seals have been adopted in Belarus

This is provided for by the Resolution of the Council of Ministers dated November 28, 2025 No. 688 “On the use of navigation devices (seals)”.

The innovations were introduced to ensure control over the transportation of goods using innovative technologies that provide remote monitoring of the movement of vehicles.

Thus, navigation seals can be used to ensure the transportation of goods under customs control, as an alternative to customs escort in cases established by the Customs Code of the EAEU.

Also – to control the transportation of goods under customs control, when customs authorities establish a route for the transportation of goods in accordance with Article 344 of the EAEU Customs Code.

In addition, as means of identification in relation to goods transported by road, as technological devices providing remote control over the movement of vehicles, in cases established in clause 3 of Article 10 and clause 8 of Article 225 of the Law of the Republic of Belarus “On Customs Regulation in the Republic of Belarus”.

Navigation seals are mandatory:

  • when importing goods into Belarus from the territories of Latvia, Lithuania and Poland by road transport, as well as in relation to empty vehicles for international transport registered in the EU;
  • when transporting by road goods (cargo) of increased danger placed under the customs procedure of customs transit, specified in Appendix A to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).

The State Customs Committee is responsible for overseeing the implementation of the resolution. The resolution comes into force 10 days after its official publication.
