The draft Decree provides for the creation, from May 1, 2027, of a unified state information system for the sale of tickets for passenger automobile transportation on regular routes (hereinafter referred to as the SIS).
By May 1, 2027, owners of passenger terminals, legal entities and individual entrepreneurs, including foreign legal entities and individual entrepreneurs – owners of information systems and information resources through which reservations of seats for travel, advance sale of travel documents (tickets) and baggage receipts for road transportation of passengers and the provision of other related services are carried out, as well as road carriers, including foreign ones, performing road transportation of passengers on regular routes, will be required to register (integrate) in the SIS.
After May 1, 2027, the activities of the above-mentioned business entities without registration (integration) in the SIS will be illegal and prohibited.
The adoption of the draft Decree envisages the unification of booking and ticket sales systems into a single digital platform accessible to passengers, including through mobile applications, the integration of electronic services for international passenger road transport on regular routes into the SIS, and more.
