At the regular session of the House of Representatives of the eighth convocation, a bill providing for a systemic adjustment of the Law "On Highways and Road Activities" was adopted in the first reading.
Minister of Transport and Communications Alexey Lyakhnovich delivered a report in the Oval Hall.
As announced, the project aims to expand Belarus's transit potential, taking into account its existing international obligations. For example, the House of Representatives previously ratified the Agreement on Permissible Weights, Axle Loads, and Dimensions of Vehicles Traveling on Roads of the EAEU Member States Included in Eurasian Transport Corridors. The approaches embodied in this Agreement are reflected in the draft law.
In particular, the draft law provides for:
- the Ministry of Transport maintains an information fund in road activities, which is a collection of systematized information and documents used in the implementation of road activities;
- consolidating the powers of the President of the Republic of Belarus to establish the specifics of legal regulation of relations in roads and road activities, as well as expanding the competence of the Ministry of Transport in this area;
- establishing the specifics of the development of design documentation, construction, reconstruction, operation and major repairs of roads;
- clarification of the procedure for determining the dimensions of the right-of-way, the procedure for operating highways, organizing roadside services, as well as conducting diagnostics of highways and road structures on them;
- determination of the specifics of legal regulation in the implementation of road activities in relation to emergency and pre-emergency structures.
