In accordance with Decree No. 155, in 2025, vehicles imported by legal entities and individual entrepreneurs from outside the Union from the territory of the EAEU will be exempt from the recycling fee in accordance with the list of vehicles specified in the appendix to the decree.

The regulatory provisions of Decree No. 155 apply to relations that arose from January 1, 2025 (clause 2).

In this case, the amounts of the recycling fee paid can be returned (credited) after the cancellation of the document reflecting the calculation and payment of this fee.

Vehicles in respect of which the payer has applied an exemption from payment of the recycling fee, must be used by this person in international road transportation of goods within one year from the date of issue in accordance with the customs procedure (state registration) (subclause 1.2 of clause 1).

A vehicle imported into the territory of the Republic of Belarus, in respect of which a person has applied an exemption from paying the recycling fee in accordance with Decree No. 155, must not be transferred to other persons, including through sale or alienation, lease, or other means, within one year from the date of release in accordance with the customs procedure for release for domestic consumption or state registration when imported from the territory of the EAEU.

In the event of misuse, the Transport Inspectorate will notify the State Customs Committee of such incidents. Subsequently, the recycling fee will be paid (collected) in accordance with tax legislation.
