Russian State Duma has ratified an agreement with Belarus on international road transport

The agreement was signed on August 18, 2023, in Moscow. Belarusian side completed ratification procedures for the document on January 6, 2024.  

The agreement regulates the transportation of passengers and cargo within the territories of Belarus and Russia by Belarusian and Russian economic entities. "In accordance with this agreement, international road transport of passengers and cargo between the parties, in transit through their territories, from or to the territory of a third country, as well as cabotage road transport of cargo shall be carried out," the document states.

The agreement establishes that the transportation of passengers in regular service is organized by agreement between the competent authorities of the states, and the transportation of passengers in irregular service is organized between the states of the parties; transit transportation through their territories is carried out without permits in cases established in the agreement.

According to the document, the competent authorities of the states parties to the agreement will exchange proposals for organizing scheduled passenger transportation. These proposals must include information regarding the carrier's name, route, schedule, and stops where passengers are expected to board and deboard. After reviewing the proposals, the competent authorities will inform each other in writing.

It is noted that the transportation services provided for in the agreement may only be performed by a carrier that is permitted to engage in international road transport in accordance with the laws of its respective country. The vehicle must bear the registration and identification plates of its own country. The trailer and semi-trailer may bear the registration and identification plates of other countries, provided that the truck, road tractor, and bus bear the registration and identification plates of the country of one of the parties, as specified in the agreement.

Transportation of goods within the territory of the states parties to the agreement is carried out in accordance with the permissible weight and dimensions of the vehicle, established by the legislation of the state through which the transportation is carried out.

The document provides for the gradual abolition of the permit system for cargo transportation to and from third countries. The liberalization of these transportations will be carried out in five stages, with the process fully completed by 2030.

"I'll briefly outline the innovations expected to be introduced into the agreement. We propose a phased abolition of permits for Russian and Belarusian road carriers to transport cargo from or to third countries when transporting within the EAEU. The agreement also stipulates that cabotage road transport is permitted for transportation under investment projects, contracts, or draft contracts related to construction and installation work in accordance with national legislation," said State Secretary and Deputy Minister of Transport of Russia Dmitry Zverev, presenting the document for ratification.
