Regulations on working hours and rest periods for drivers of cars, trolleybuses and trams have been approved

Friday, 14 March 2025

The corresponding resolution of the Ministry of Transport dated January 9, 2025, No. 1, was published on the National Legal Internet Portal.

The document was adopted with the aim of consolidating the regulations affecting the work and rest regimes of drivers engaged in intra-republican automobile transportation, as well as trolleybus and tram drivers.

According to the document, employers establish procedures for familiarizing drivers with work schedules (shifts) within the framework of labor legislation.

It also defines what constitutes a driver's working hours. To avoid confusion in the use of the term "downtime," a clear definition has been provided for when downtime occurs during the workday that is not the driver's fault.

Restrictions have been introduced on the time allowed to drive vehicles used for road and urban electric transport during the day.

The Resolution stipulates that when carrying out international road transport, employers may be guided by the provisions of this Resolution if they do not contradict international legislation (in particular, the provisions of the European Agreement concerning the work of crews of vehicles carrying out international road transportation).

This regulation will enable organizations performing international transportation to take into account the provisions of Chapter 10 of the Labor Code of the Republic of Belarus, which are mandatory for all employees and employers who have entered into an employment contract in our country.

Matters related to working hours and rest time not covered by this document are regulated by labor legislation.

The following Ministry of Transport resolutions are deemed no longer in effect: No. 82 of November 25, 2010, No. 19 of June 24, 2014 (subclause 1.2 of clause1), and No. 13 of April 19, 2018.

These amendments will take effect on April 1, 2025.
