The Ministry of Transport has submitted for public discussion amendments to the procedure for holding tenders for the right to carry passengers on regular passenger services

A draft Decree amending the Presidential Decree dated August 26, 2008, No. 444 “On Certain Issues of Conducting Competitions for the Right to Perform Regular Passenger Road Transportation” has been submitted for public discussion.
Changes are being made to improve conditions for carriers:
- the need to increase the number of buses to carry passengers on regular service along the existing route is clarified;
- the provisions on granting the right to carriers to carry out such transportation without holding a tender when extending the term of contracts concluded with them are excluded, which will eliminate cases of elimination of competition;
- the provisions concerning the granting of the right to carriers to make regular transportation of passengers included in the lists of road carriers obliged to carry out road transportation by public transport that ensures compliance with the standards of state social standards for public service are being supplemented;
- the rules on granting the right to carry out such transportation before the customer makes a decision to hold a tender for a period of no more than 3 months are supplemented.
