On April 17, 2025, the Head of State signed Decree No. 155 "On measures to develop international road freight transport."
The document stipulates that in 2025, road tractors and motor vehicles of environmental classes 5 and 6, trailers (semi-trailers), from the date of production of which no more than three years have passed, will be exempt from paying the recycling fee.
The decree applies to road tractors with a gross vehicle weight of over 12 tonnes but no more than 50 tonnes, motor vehicles for the transportation of goods with a gross weight of over 20 tonnes but no more than 50 tonnes, tank trailers, trailers with a gross weight of over 15 tonnes, tank semi-trailers, semi-trailers with a gross weight of over 15 tonnes and an overall length of at least 13.6 m, refrigerated semi-trailers with an internal body volume of at least 76 m3, and other semi-trailers.
Vehicles to which the exemption from payment of the recycling fee has been applied, must be used in international road transport of goods during the year.
If this condition is not met, the recycling fee is subject to payment (collection) in accordance with tax legislation, using the current rates.
The Transport Inspectorate oversees the specified intended use of vehicles.
The decree comes into force after its official publication and extends to relations that arose from January 1, 2025.
