Agreement between the governments of Belarus and Russia on road transportation submitted to the Russian parliament for ratification

The agreement concerns the implementation of international road transport of passengers and goods between the two countries, transit through their territories from the territory of a third state or to the territory of a third state, as well as cabotage road transport of goods.

In particular, the implementation of the document will perform cabotage transportation of goods across the territory of Russia subject to the fulfillment of certain conditions specified in the agreement, as well as a gradual transition to a permit-free system for the implementation of international road transportation of goods by January 1, 2030.

The agreement also stipulates that the competent authorities of Belarus and Russia will exchange proposals on the organization of passenger transportation in regular service. The proposals must contain information on the name of the carrier, the route, and the schedule.

The transportations provided for by the agreement may be performed only by a carrier who is permitted to perform them in accordance with the legislation of his state. The vehicle must have registration and distinctive signs of its state. The transportation of goods is performed in accordance with the permissible weight and dimensions of the vehicle established by the legislation of the state through which the transportation is performed.
