Belarus approves concept for development of toll road system

This is provided for by the Resolution of the Council of Ministers of December 20, 2024 No. 991.

The target guidelines for the development of the toll road system are: increasing revenues to the national road fund from tolls on toll roads, improving the quality of roads and ensuring road safety, increasing the efficiency of using toll collection opportunities.

The purpose of the concept is to determine promising directions for the development of the toll road system.

Tasks that will help improve the efficiency of toll collection:

definition of international transport corridors,
improvement of legislation (elimination of one-time fares in some cases)
fixing requirements for export, import and transit transportation along relevant international routes, etc.

Increasing the operational attractiveness of toll roads involves implementing enhanced measures to ensure road safety, equipping pedestrian crossings and the absence of seasonal restrictions on loads. The implementation of the concept is entrusted to the national government bodies, organizations subordinate to the government, as well as local authorities. The Ministry of Transport will approve an action plan for the implementation of the concept for 2025.

The resolution comes into force after its official publication on the National Legal Internet Portal.
