By Government Resolution No. 565:
The Regulation on the Register of passenger automobile transportation in occasional service and the Regulation on the procedure for providing the carrier, the dispatcher of passenger transportation in occasional service, the taxi dispatcher with access to the information systems and resources used in their activities are approved;
the form of accounting for orders (fulfilled and unfulfilled) is determined, including those received using information systems and resources;
amendments are being made to the Rules for the Carriage of Passengers by Road, approved by Government Resolution No. 972 of June 30, 2008, the unified list of administrative procedures carried out in relation to business entities, approved by Government Resolution No. 548 of September 24, 2021, and Government Resolution No. 322 of April 26, 2024 “On Administrative Procedures Carried Out in Electronic Form”.
The Rules for the carriage of passengers by road:
clarify the requirements for information contained in electronic ticket for transportation by taxi vehicles;
establishes the procedure for video recording of passenger transportation, as well as storage and transmission of data. Thus, the placement of the technical means of video recording must ensure the maximum viewing angle, including a view of the driver and passenger locations, the quality of the recording must correspond to a level sufficient for an unambiguous assessment of events occurring in front of the vehicle and in the vehicle with reference to the date and time of their recording, and also have a minimum resolution of 1280 x 720 pixels;
specifies the rule that the carrier is obliged to conclude an employment contract with the driver;
grants the right to an individual entrepreneur, who carries passengers using taxi vehicles, not to provide inter-shift storage of vehicles in guarded parking lots;
establishes the obligation for carriers who independently receive and transmit orders, and dispatchers, to ensure, no later than the 10th day of the month following the reporting month, the inclusion in the Register of complete and reliable information on the accounting of orders (fulfilled and unfulfilled), received (transmitted).

The Ministry of Transport reminds that the Transport Inspectorate has organized the inclusion of information about carriers, drivers, vehicles, and dispatchers in the Register in electronic form. At the same time, until October 31, 2024, the inclusion of such information in the Register is free of charge.
We suggest that carriers and dispatchers take care of including information in the Register in advance.
